Tony was born on 12 May 1968 in Santiago, California, to Nancy and Frank Peter Rupert. With a hyperactive character, his mother described that he was harsh on himself alot as he expected himself to be good in everything.

After discovering his IQ of 144, teachers advised for advanced classes. He attended Jean Farb Middle school, where he developed his skill and became a professional skateboarder at 14. He became the National Skateboard Association world champion for 12 consecutive years.

Tony later joined high school and became so good that he bought his first house during his senior year. Most of the notable sponsorship deals he got while in high school included the Bones Brigade skateboard team, Powell-Peralta skateboards and a commercial for Mountain Dew. In the tournaments he participated in, he won over 70 competitions and two gold medals in his 17-year career.

On 27 June 1999, he became the first person to perform the 900, a trick involving two and a half mid-air revolutions on a skateboard after 10 tries. He completed his professional career that same year but continued to perform at the annual X-Games until he called it quit in 2003. Tony has been so good that still, at 48, he performed his last 900, which could be his last.

On June 2009, he was called on to Barrack Obama's Father's Day celebration and skated on the hallway of the White House grounds. This was the first time someone skated on White House grounds with permission from officials. The same year, he was inducted into the Skateboarding Hall of Fame at its inaugural ceremony.
