Partey's absence means winter signing, Jorginho starts following Mohamed El Neny's injury.
The former Atletico Madrid player had trained on Tuesday with manager, Mikel Arteta stating his squad is fully fit, according to the Athletic.

However, the latest setback leaves the Spanish coach with decisions to make before the game tonight.
The 29-year-old has been key to Arsenal's form this season, as the Gunners sit top of the table with a five-point lead over City.
Partey formed a strong partnership in the midfield alongside Granit Xhaka and Martin Odergaard.
Arsenal have only lost a game in the Premier League with the Ghana international playing.
