In a dramatic shootout, Virgil van Dijk and Steven Berghuis saw their penalties saved by the strong hands of Martinez to give Argentina a two-goal lead. Messi and Leandro Paredes made no mistake from the spot.
And despite the Dutch scoring their last three spot kicks, it was not enough to stop Argentina from reaching the last four.
Messi run to Martinez after Lautaro Martinez netted the winner to celebrate the Aston Villa goalkeeper.
The two-time world champions will next face Croatia in the semi-finals after the Europeans eliminated favourites Brazil via penalties.
