The Premier League board has officially approved Todd Boehly's takeover of Chelsea subject to pending licences to be issued by the government.
Chelsea was put up for sale before owner Roman Abramovich was sanctioned over his links to Russian president Vladimir Putin.
Talks are continuing between Abramovich, the U.K. government and the European Commission over how the sale proceeds will be distributed.
Per ESPN, the owners and directors test does not concern itself with where the sale money goes, however.
The communications team for the Premier League issued a statement regarding the approval.
"The Premier League Board has today approved the proposed takeover of Chelsea Football Club by the Todd Boehly/Clearlake Consortium.
"The purchase remains subject to the Government issuing the required sale licence and the satisfactory completion of the final stages of the transaction.
"The Board has applied the Premier League’s Owners’ and Directors’ Test (OADT) to all prospective Directors, and undertaken the necessary due diligence.
"The members of the Consortium purchasing the club are affiliates of the Clearlake Capital Group, L.P., Todd Boehly, Hansjorg Wyss and Mark Walter.
"Chelsea FC will now work with the relevant Governments to secure the necessary licences to complete the takeover."
Abramovich is also sanctioned by the European Union and, as he has a Portuguese passport, the sale has to be approved by the Portuguese authorities.
UK officials continue intense discussions with both the European Commission and their Portuguese counterparts in an effort to complete the sale of Chelsea as quickly as possible, yet the complexity and bureaucratic nature of the deal mean the process could slow down.

Sports Brief earlier reported that New Chelsea owner Todd Boehly was utterly confused after the Video Assistant Referee (VAR) cancelled two goals scored by the Blues in their Premier League game against Wolverhampton Wanderers.
The American business tycoon was earlier announced as the new owner who takes over from Russian billionaire Roman Abramovich at Stamford Bridge.
In a post on Twitter, spotted by Sports Brief, Todd Boehly who was watching from Abramovich's seat could not believe his eyes as the VAR cancelled Chelsea's goal in the first half.
