Hakan started playing professionally at 17 years old with the local club Sakaryaspor. He quickly rose to the top, becoming the team's best striker, earning them their first-ever Turkish title. Three years later, he transferred to  Bursaspor until 1992, when he joined the Turkish national team.

In the same year, he signed a contract with Galatasaray SK, where he played for most of his career. During his maiden season, he scored 19 goals and 35 over the second and third seasons. He later moved to Torino but did not adjust to the Serie A expectations, as he scored just one goal in five appearances.

After this experience, he returned to Galatasaray, leading them to victory for three seasons. The footballer also assisted the team to become the first Turkish team to win the UEFA Cup in 1999/2000. Additionally, the national team finished third at the 2002 World Cup.

In 2011, Şükür was elected to the Grand National Assembly of Turkey as a Member of Parliament (MP). He resigned from his position in 2013 to protest against an Islamic system introduced by a cleric but continued serving as an independent MP. Additionally, he worked as a football pundit on radio and TV.

In 2016, the retired player was charged with insulting President Erdogan on Twitter and accused of being a member of an armed terror group. He escaped to the United States in November 2017, where he has been living in exile.

Şükür married his first wife, Esra Elbirlik, in a ceremony aired on live television and initiated by Prime Minister Tansu Ciller. Unfortunately, the union ended in divorce after only four months. Esra passed away in 1999 following the Izmit earthquake. His second wife, Beyda, is the mother to his three children.
