FootballVieira's arrival at the Emirates came after a breakthrough campaign for Porto last season after he scored six goals and bagged 14 assists to help Porto win the Portuguese league.
Reacting to the signing of Vieira, Arteta admitted he was excited about the arrival of the 22-year-old who he hailed as a "special talent."
"I am very excited that we have identified and signed such a special talent. Fabio is a very creative player that will bring high quality and versatility to our attacking play," the Arsenal boss was quoted saying.
"We welcome Fabio and his family to our club and are looking forward to starting work with him ahead of the new season," he added.
Vieira's arrival is expected to further bolster Arteta's team which came close to securing a Champions League spot last season.
Arsenal subsequently had to settle for a fifth-place finish ahead of Man United who finished sixth.
