It is understood that the France international has already spoken with Tuchel ahead of his switch and hopes to link up with Chelsea for their pre-season tour of the US.
The 23-year-old is further said to have settled personal terms with Chelsea, who have agreed to pay Sevilla's asking price of £51million to complete the move.
Jules Kounde to become Chelsea's third summer signing
A move to Stamford Bridge will see Kounde become Chelsea's third signing of the summer.
The Frenchman will be linking up with the club's new recruits in the shape of Raheem Sterling and Kalidou Koulibaly.
Sterling swapped Man City for the Blues a few days ago before the Premier League giants snapped Koulibaly from Napoli.
Kounde's move to the Bridge is expected to bolster Tuchel's defence after the departures of Antonio Rudiger and Andreas Christensen.
